North and South Korea Agree to Hold Family Reunification Meetings This Summer

"If we sternly separate ourselves from the unfortunate past and acquire a strong mindset for the new times, humanitarian cooperation between the North and South will flourish", North Korea delegate Pak Yong Il said at the start of the meeting at North Korea's Diamond Mountain resort.

As part of the agreement, both Kim and South Korea's President Moon Jae-in made a pledge to work towards peace on the Korean peninsula.

As recently as May the North Korean Red Cross organization urged South Korea to return the women "without delay".

In April, North Korea and South Korea agreed to talks to end the ongoing 65 year conflict. Park Kyung-seo, South Korea's Red Cross chief, expressed hope for productive talks that could "resolve the grief of our nation".

Most died without the chance to see or hear from their relatives on the other side of the border, across which all civilian communication is banned.

But this may be the only progress made since the historic Trump-Kim Summit last week as North Korea has reportedly made no efforts to curb its nuclear programme.

Since the reunification agreement in 2000, a total of 20 face-to-face family reunions have been held involving 19,800 people from both sides of the border, according to Yonhap.

That's because minorities, young people and those with lower incomes are more likely to be disenfranchised by the state's policy. In recent years, the courts blocked states from verifying the citizenship status of individuals registering to vote.

"The whole world is marvelling at the fantastic developments between the North and South", said Pak Yong Il, the leader of the North Korean delegation at the talks.

Officials from North and South Korea have met in the North's Mount Kumgang to discuss reunions for families separated by the 1950-1953 Korean War, South Korean media reported, as diplomatic ties between the rivals continued to warm. None of the past participants has had a second reunion. The ban on transfer of any USA assets by North Korea's leaders or its ruling party has been extended or expanded several times by both President Barack Obama and Trump himself, in response to North Korean missile tests and other actions.

In a series of tweets following the summit, Trump said that denuclearization by North Korea was already underway and Americans could "sleep well tonight". An advance party will also travel from South Korea five days before the event to help with preparations.

North Korea has previously demanded it will not agree to family reunions unless Seoul returns several of its citizens, including a group of waitresses who defected from a restaurant in China. When asked by a reporter on Wednesday whether he had seen any sign that North Korea had begun steps toward denuclearization, Mattis replied, "I'm not aware of any".

Kim's third visit to China in three months follows his summit meeting with US President Donald Trump in Singapore on June 12 in which Kim affirmed his commitment to complete denuclearization in return for security guarantees and a new relationship with the US.
