Horrific Flash Floods Devastate Ellicott City in US Maryland (PHOTOS, VIDEOS)

The body of a National Guardsman was found in a Maryland river on Tuesday, two days after he went missing while attempting to rescue a woman and her cat during devastating flash floods that swept through Ellicott City.

The US President authorized the national guard to address the issue.

Flash floods struck a Maryland community wracked by similar flooding in 2016, authorities said, and water rescues were being carried out as raging brown waters surged through the streets Sunday.

Officials said the damage in Ellicott City appeared to be worse than damage in July 2016, when another flash flood devastated the Ellicott City community.

At a news conference Sunday night, Kittleman and Gov. Larry Hogan vowed to help people faced again with rebuilding their lives. "They say this is a once-every-1,000-years flood, and we've had two of them in two years". There is now no information about casualties; however, one person has been reported missing. In some areas, the water rose above the buildings' first floors. An acquaintance reported him missing to police at 12:30 a.m. on Monday. He said some of the areas repaired after the 2016 devastation withstood Sunday's flood waters. Gas lines were shut down and a historic building fell, he said.

Howard County Executive Allan Kittleman said that his immediate priorities are finding the missing man and assessing the condition of damaged buildings that housed shops, restaurants and families. That may not sound like a lot, but any additional rainfall will exacerbate the flooding from the rain that has already fallen, and this will delay river levels from receding below flood stage quickly, CNN's Allison Chinchar said. The area remains blocked off, even to residents and business owners.

Local officials say the damage might be even worst this time around.

"Praying for the fearless veteran who has been reported missing following yesterday's bad flooding in Ellicott City", Hogan tweeted Tuesday. But rescue crews were still going through the muddied, damaged downtown conducting safety checks.
