Atwal attended a dinner hosted in honour of Canadian Prime Minister Justin Trudeau in Mumbai on Tuesday.

That last claim is one that Trudeau and his team have made a concerted attempt to counter over the course of the tour, including arranging a face-to-face meeting between Trudeau and one of its most high-profile proponents, Punjab Chief Minister Amarinder Singh on Wednesday.

When the news of the invitation hit headlines, it did not go down well with India as he is not only a convicted terrorist but has also been active in Canadian politics at both the provincial and federal levels.

His administration has faced accusations that it is too soft on separatists who support a Sikh independence movement, also called the "Khalistan movement".

Sources in the government said that despite his name not figuring on the blacklist, the issue is one of political and diplomatic sensitivity as New Delhi does not want to be seen hosting the Khalistani separatist leader.

Noting the lack of a welcome from PM Modi, Toronto Sun columnist Candice Malcolm tweeted: "On official state visits to India, PM Modi personally greets and welcomes the Israeli PM, UAE Crown Prince and US President".
