While Trump tweets, Putin steals a march on North Korea

In the summer of 2008, then-Prime Minister Putin and then-Emergencies Minister Sergey Shoigu (now defense minister) visited the Ussuri Reserve and personally oversaw how the process is carried out.

For decades, the United States has defended South Korea and Japan, the nations most directly threatened by the North's missiles and massive conventional forces, through an extended "nuclear umbrella".

The two leaders felt Russian and Chinese involvement was paramount and agreed to work towards that goal, Yoon said.

The White House said Trump and Turnbull "confirmed that their two countries will intensify joint efforts to denuclearize North Korea".

There was no chance the xenon "will have an impact on South Korea's territory or population", the agency said. "Certainly that's not a first choice, but we'll see what happens".

While Mr Moon's administration confirmed on Tuesday it still seeks the denuclearisation of the Korean peninsula, Mr Trump's comments have increased speculation that he would be willing to tolerate collateral damage in Seoul to protect the U.S. from a nuclear attack.
