Sanctuary state bill gets approval from CA Assembly

It will now be considered by Gov.

Senate Bill 149, which was introduced as a direct rebuke of President Trump's refusal to release his most recent tax returns, passed California's State Assembly on Thursday, having already passed the Senate.

San Francisco City Attorney Dennis Herrera issued a statement saying, "We applaud the court's decision that the U.S. Attorney General lacks the authority to impose these new conditions on law enforcement grants".

"This comes as a relief that there are some legislators that are really listening", said Pablo Alvarado, executive director of the National Day Laborer Organizing Network.

State legislators approved a measure early Saturday morning that would make California a sanctuary state.

The concessions were sought by Brown, who wields veto power, and law enforcement groups.

Senate Bill 54, by Senate President Pro Tem Kevin de León of Los Angeles, would bar local police and sheriffs from cooperating with the federal Immigration and Customs Enforcement agency on deportations in most cases.

Earlier, the bill also would have prevented local and state law enforcement from relaying information to federal immigration officers unless it was about a person convicted of a violent or serious crime.

Illinois' Republican Governor signed a bill last month protecting people from being detained because they are the subject of an immigration-related warrant.

McGuire said the bill "helps to reestablish desperately needed transparency in the White House".

The Republican minority in the Legislature opposed the bill.

"The time for political posturing is over, guys", said Assemblyman James Gallagher, R-Yuba City. "It's going to protect the criminal at the expense of the law abiding citizen".

On the Senate floor minutes before 2 a.m. Saturday, De Leon said the changes were reasonable, and reflected a powerful compromise between law enforcement officials and advocates.

Democrats argued that the bill would heighten public safety by building trust between undocumented immigrants and police, encouraging crime victims to come forward. A San Francisco judge blocked the order.
