McLean County Chamber Cheers Rauner's Minimum Wage Veto

Lawmakers voted 73-34 to send the legislation to the Senate, where a vote is expected today.

Critics of SB 1, including Rauner, have called it a "bailout" for cash-strapped Chicago Public Schools because the bill as passed took into account the district's $505 million in unfunded pension liability, plus $221 million in its normal pension payments, as well as the $203 million Chicago Block Grant, when determining how much it should receive in state funding.

Democrats took issue with a program to grant $75 million in tax credits for private school scholarship donations, while some Republicans argued the measure still provided CPS with too much money - which was one of Rauner's key objections when issuing his veto.

Teacher unions and some school officials oppose the credits, saying taxpayer money shouldn't be used to fund private schools. The House's first vote was 46-61, but after failing to override Gov. Bruce Rauner's amendatory veto of the original funding legislation, the chamber tried again. But that's an uphill climb because it did not pass with enough votes to override.

The Illinois Senate voted to pass the Education Reform Bill 38-13 Tuesday. He says he's enthusiastic about the bipartisan compromise and his district will get roughly $180,000 more under the proposal. "As is the case with any successful compromise, no one is walking away 100% pleased, but every lawmaker can point to some provisions in this new school funding bill that helps our districts and our taxpayers". "We as a people need to do everything we can to knock down barriers, remove hurdles for all those who are eligible to vote, to be able to vote". Gov. Rauner also vetoed legislation that would have raised the current IL minimum wage of $8.25 per hour in increments over the next five years to reach as much as $15 per hour by 2022.

The plan approved Monday was negotiated by legislative leaders in closed-door meetings throughout recent days. It would've increased money for all districts and created a $75 million tax credit program for people who donate to private school scholarships. The tax credits will be awarded proportionally around the state.

"If this legislation would have passed, it is certain that IL businesses would have had to raise prices to cover their higher labor costs, and it very likely that our small businesses would have had to cut jobs or hours to compensate their workers", Walsh said.

Governor Bruce Rauner has already vowed to sign the bill, which will move IL to an "evidence-based model" of education funding, taking into account each district's individual needs, as well as its local revenue sources, when appropriating state aid - prioritizing districts that are furthest from being fully-funded. In the meantime, schools haven't received any aid money from the state this academic year. Some lawmakers noted there was no way to pay for the tax breaks, saying it would blow a hole in the state's already fragile budget. He and others said that the legislation will allow immigrants to reach out to local law enforcement without fear of being punished for their immigration status.
