Draft UN resolution would add 15 North Koreans to blacklist

The Treasury Department measures targeted four individuals, including one Russian, as well as 10 entities, including the State Affairs Commission, the Korean People's Army and the Ministry of People's Armed Forces, for their roles in the country's weapons of mass destruction programs. The firm and subsidiary were included after signing a $1 million deal to provide North Korea with oil.

The U.S. "will continue to target individuals and entities responsible for financing and supporting North Korea's nuclear weapons and ballistic missile programs, and will continue to increase pressure on this hostile regime", said John Smith, director of OFAC.

The U.N. Security Council will vote on Friday on a USA and Chinese proposal to blacklist more North Korean individuals and entities after the country's repeated ballistic missile launches, diplomats said Thursday.

South Korea's foreign ministry welcomed the latest action by the USA, saying that it reaffirmed Washington's strong commitment to making the North nuclear-free.

The text - drafted in agreement with China, traditionally Pyongyang's sole diplomatic and military ally - was expected to be submitted to a Council vote on Friday.

The Security Council first imposed sanctions on Pyongyang in 2006 over its ballistic missile and nuclear programs and has ratcheted up the measures in response to five nuclear tests and two long-range missile launches.

U.S. Secretary of State Rex Tillerson told the U.N. Security Council on April 28 that it needed to act before North Korea does.

North Korea is threatening a sixth nuclear test and has conducted repeated missile tests this year. The sanctions are directly aimed at the North's top governing bodies and military as well as companies helping the North procure funds for its nuclear and missile development.

Nine companies and government institutions have also been put on the US sanctions list.

As a result of the sanctions, all of Michurin and the companies' assets subject to U.S. jurisdiction are frozen and USA companies are prohibited from doing business with them.

The center is said to have offices in Germany, China, Syria, India and the Middle East, Treasury said.

Also named were North Korean coal and zinc exporters, a Beijing-based North Korean banker, and an intelligence official who had operated under cover in Europe.

The measures on Thursday freeze any funds the individuals or companies may have in the United States, and bar Americans from dealing with them.

"Treasury is working with our allies to counter networks that enable North Korea's destabilizing activities, and we urge our partners to take parallel steps to cut off their funding sources", he said.
