B.C. NDP caucus meets to ratify deal to govern

The Alberta government has insisted the province doesn't have the power to stop the project, but B.C. NDP Leader John Horgan has hinted that opposition will come in the form of legal challenges.

The decision comes a day after NDP Leader John Horgan and Green Leader Andrew Weaver reached a power-sharing agreement to lead the house.

Clark said the Liberals will follow constitutional advice and historical precedence, and test the confidence of her minority government inside the legislature.

According to Clark, whose party won 43 seats or one short of the required majority of 44 in the last election, she will convene the legislative assembly and test its confidence.

Under Canadian law, she does not have to resign, since her party won the most seats in the legislature.

"We can have a stable minority government for four years with the support of B.C. Green MLAs on confidence and supply matters", said Weaver on Monday.

Kinder Morgan Canada president Ian Anderson said Wednesday that the company continues to move forward with the project despite comments from the B.C. Greens and NDP, and is awarding major contracts ahead of the expected September start date.

"The BC Green Caucus will remain its own party and will be a ... recognized party".

Legislation will be introduced for a referendum in 2018 on proportional representation to replace the current first-past-post-system.

The four-year agreement between the two parties is not a formal coalition.

- Legislation would be introduced in the first sitting of the legislature to ban corporate and union donations and contributions from non-residents of British Columbia to the province's political parties, as well as placing limits on individual contributions and conduct a review of campaign finance and the Elections Act.

It is not unusual for minority governments to appoint an opposition speaker of the house, as convention dictates he or she must vote to maintain the status quo - which includes siding with the government on confidence motions.

There are no guarantees Horgan can succeed, even with the support of Green Leader Andrew Weaver and his two fellow MLAs.

Many believe a collaboration between the greens and liberals could negatively affect jobs across BC.

After the final election count, the BC Liberals and BC NDP were separated by just under 1,600 votes in the popular vote.

"It was a hard decision for the B.C. Green caucus to determine who to ultimately support in forming government".

Alternately, they could attempt to seduce a Liberal MLA into the role, reducing their opponents to 42 seats in the Legislature.

"The election outcome, and the vow of the Green-NDP alliance to obstruct that pipeline, sends a very worrying message to investors about Canada as a predictable, reliable place to invest", said Gary Leach, president of the Explorers and Producers Association of Canada.
