Security experts - who have time and time again responded with new measures as a result of specific but rare attacks around the world - say that protecting outside areas around concert or sports venues like the Manchester Arena poses many challenges.

Greater Manchester Chief Constable Ian Hopkins declined to comment on whether police had found the alleged maker of the explosive device butthe BBC reported that security services thought the bomb was too sophisticated for Abedi to have built by himself.

Ramadan Abedi had earlier claimed Salman was innocent, saying: "We don't believe in killing innocents".

The suspected suicide bomber has been identified as 22-year-old Salman Abedi, the son of refugees from Libya. He said his son last visited Libya about six weeks ago and had never gone to Syria. "We have been following him for more than one month and a half", Bin Salem said. "This is not us".

After less than a year in Saudi Arabia, Abu Ismail said he fled to the United Kingdom, where he sought political asylum and lived there for 25 years.

"The challenge is to continue to integrate layers of security that will be effective against this kind of threat", said Bennet Waters, a counterterrorism expert at the Chertoff Group who used to work at the Department of Homeland Security.

The elder Abedi was allegedly a member of the al-Qaida-backed Libyan Islamic Fighting group in the 1990s, according to a former Libyan security official, Abdel-Basit Haroun.
